Those look like US military rank insignia. You can see a 1st. Seargent and a SSgt (Staff Seargent).
My guess is the Korean War, 1950-1953
This looks like late 40s I can tell by the M.P. paint style they changed them in 52 to a more minimal size lettering and getting rid of the white line below the text
