This is far from true. Responsibility for the attack was claimed by the Ukrainian-based Russian National Army, a military-political structure headed by former Russian State Duma deputy Ilya Ponomarev, who fled to Ukraine from criminal prosecution.
I don’t know why they chose the propagandist Dugin. The attack failed and Dugin’s daughter died. I don’t think it was Dugin’s daughter they wanted to blow up. They wanted to blow up Dugin himself.
