Wrong, I’m a muslim and this is against Qur’an and against what Allah says, Allah said if a person kills an innocent person the killer should be punished by death.
You are allowed to kill a person if he was the one that attacked you like self defense but you are not allowed to kill innocent people even if they were not following Islam that’s between them and Allah.
ISIS havs the idea that every non-muslim should be killed which is the opposite of what Allah tells us.
