Deputy Minister of Internal Affairs of Ukraine Gennady Moskal gave an interview after the capture of the Pavlograd maniac.
Sergey Tkach was detained in early August 2005.

Asked if the police did not exclude the possibility that a resident of the city of Pologi who was detained the other day on suspicion of committing a series of serial sexual murders can outperform the Russian serial killer Chikatilo in terms of the number of murders, Moskal said: “I think that everything needs to be put together, because, you understand, a lot of time has passed – to collect all his crimes in 23 years. ”

Continuing this topic, the deputy minister of internal affairs said that at first the police officers believed that the 52-year-old man who had been detained by them on suspicion of serial murders committed 30 murders. “30 is what we thought. We have already counted somewhere in our affairs somewhere around 43. But we did not think that the geography of committing crimes is now expanding. Crimea, Kharkov region, the city of Dnepropetrovsk and, apparently, others. Everything he says needs to be checked, but one fact was confirmed – Lozovaya station … We raised – indeed, there were 4 murders, ”said the Deputy Minister of Internal Affairs.

According to Moskal, the detainee notes that he committed crimes against underage girls – 7, 8, 9 years and older.

When asked if he confessed to only one murder, as it was said in the primary information, Moskal replied that “everything is normal! Him that in one, that in two, that in ten to confess … “.

Answering the question whether this person is mentally normal, the deputy minister said that this should be determined by a psychiatric examination, which has not yet been appointed due to the fact that the work of investigators with the detainee has just begun. But he added: “What do you think, the mentally normal commits such crimes? This may be assessed by a psychiatric examination. ”

At the same time, Moskal denied the information that police officers of the Zaporizhzhya region once detained this man. According to him, while living in the city of Pologi, the killer cohabited with one of the women, but this was not only in this city, but also in other regions where this man lived, committed crimes, and when he saw that the circle around him was narrowing, he searched a new place of residence.

Moskal also said that the suspect worked in Pologi at various jobs, “was characterized positively and had no drives to the police.”

According to him, the most active search for a serial killer began this year. As Moskal noted, the last murder that the suspect is charged with was committed in Pologi last November, and the handwriting of the killings “was the same since 1983”.

Recall, on August 6, at a press conference, Moskal said that a suspect in the murder of 30 minor girls was detained in the Zaporizhzhya region.

The killings began in 1983 and continued to this day, he said.

According to Moskal, the suspect came from the Kemerovo region (Russia) to the city of Pavlograd, Dnipropetrovsk region. Since 1983, there have been several cases of disappearance and murder of girls in the region. The investigation of the case was under the control of the CPSU Central Committee, but then the killer was not found. Later, the suspect moved to the Zaporizhzhya region, where the girls also began to disappear.

Moskal said that the case is being investigated by the prosecutor’s office. The detainee gives evidence, in particular, he confessed that he killed a 10-year-old girl a few days ago.

Today, Acting Viktor Olkhovsky, head of the Ministry of Internal Affairs of Ukraine in the Zaporizhzhya region, said law enforcement officials could not name the exact number of victims of a 53-year-old man detained on suspicion of committing a number of murders and rape. According to him, now we can talk about the detainee’s involvement in the commission of 6 murders, 2 rapes in the territory of the Zaporizhzhya region and one murder in the Dnipropetrovsk region.

As for the total number of crimes committed by the latter, from the available operational information we can conclude that it exceeds three dozen murders and rapes.
